All these writ applications are disposed of with liberty to the petitioners to raise individual grievances with regard to their noninclusion. The reason for such non-inclusion will be made known to the petitioners by the District Magistrate, Siwan. The Court has gone through the counter affidavit, filed on behalf of the respondents. Respondents are duty bound not only to comply with the direction issued by the Writ Court in this regard but also 2011 guidelines.

It is made clear that the objections of the petitioners must be filed within a week from today. The decision thereon must be taken within four weeks thereafter.
