03-02-2017 Sri Vinay Kumar Mishra, learned counsel for the petitioner, in presence of Sri Ramadhar Singh, learned Govt. Pleader - 25, submits that due to inadvertence, without availing appellate remedy of appeal, the petitioner has directly approached this Court. Accordingly, he makes a prayer for disposal of the present writ petition so that petitioner may avail appropriate remedy.

The writ petition stands disposed of with liberty, as indicated above.

It goes without saying that the period consumed by the petitioner in pursuing the present writ petition i.e. from 14-01-2015 till date shall be excluded while considering the limitation matter.
