JUSTICE RAJENDRA KUMAR MISHRA ORAL ORDER 15-09-2021 Heard learned counsel for the petitioner and the learned A.P.P. for the State, through Video Conferencing. The petitioner seeks bail in connection with Katra P.S. Case No.199 of 2019 registered under Section 387 of the Indian Penal Code.

The accusation is that on 27.08.2019, at about 03.15 P.M., the informant being the Sub-Registrar of Katra was present in his Chamber. At that time, one person entered in his Chamber and asked about his designation. When the informant replied that he is Registrar and asked about his work then that person asked to give Rs.20,00,000/- within a week otherwise he will be killed. Thereafter, that person also took out the pistol from his pocket and showed him and also disclosed his name as

Learned counsel appearing on behalf of the petitioner submits that, earlier, the prayer of the petitioner for grant of bail was rejected by this Court vide order dated 20.01.2021 passed in Criminal Misc. No.31672 of 2020, taking into consideration the nature of allegation against him and also considering the criminal antecedent of the petitioner, as detailed in paragraph-3 to this application. The petitioner is in custody since 11.02.2020 but there is no progress in the trial of the petitioner. The report regarding the present stage of the trial of the case, as called for vide order dated 04.08.2021 passed by this Court, has been received from the court of Ms. Sanjana Gandhi, Judicial Magistrate, First Class, Muzaffarpur, vide Letter No.83 dated 17.08.2021, which indicates that the charge has already been framed in the case.

Having regard to the facts and the circumstances of the case, I am not inclined to reconsider the prayer of the petitioner for grant of bail. Accordingly, the prayer of the petitioner for grant of bail stands rejected. However, the trial court is directed to conclude the trial of the petitioner within six months by taking all effective steps. If the trial of the petitioner
