In this case, the petitioner is making a prayer for revival of the license of the P.D.S. shop.

The petitioner was granted license bearing no. 248/85 and has run his shop for the period 1979 to 2002, whereafter, he had fallen ill. He himself has filed an application that it is very difficult for him to run the shop. In pursuance thereof, his shop was attached to another person. The petitioner recovered from his illness in the year 2004 and he has applied for revival of the license.

It appears from the writ application itself that the last correspondence with the petitioner has taken place on 23.6.2008

Patna High Court CWJC No.2878 of 2015 dt.29-08-2017 whereafter the petitioner has not taken any steps for revival of the license. This is completely a belated writ application and, thus, cannot survive.

This application is, accordingly, dismissed with a liberty to the petitioner to file a fresh representation to the authority concerned who will examine the same in terms of the Bihar Targeted Public Distribution System (Control) Order, 2016. If the petitioner would fulfill the conditions, the Authority will take decision in accordance with law.
