2. Writ petition has been filed for directing the respondent No. 4 to dispose of the application of the petitioner vide Annexure - 1 of the petition .

In the facts and circumstances of the case , writ petition is disposed of with a direction to the petitioner to file a representation before the Circle Officer, Kahara , Saharsa (respondent No. 4) along with all the relevant documents in support of the claim, within a period of six weeks from the date of receipt of this order.
