Admittedly, the tender has already been closed. Thus, no cause of action survives in this petition. However, the petitioner have a grievance that in case Bank guarantee is produced from another State number of objections are raised by

He, thus, wants to file a representation in this regard before the Secretary, Rural Works Department, Visheweshraiya Bhawan, Bailey Road, Patna. We permit him to do so. In case, the petitioner files such a representation within 15 days from today, the same shall be looked into by the Secretary, Rural Works Department, Visheweshraiya Bhawan, Bailey Road, Patna within two months and a speaking order shall be passed.
