In view of the decision of this Court rendered in C.W.J.C. No.18535 of 2011 and other analogous matters, this writ application also stands allowed in terms thereof. The impugned order is quashed and set aside. Let the licensing authority pass fresh order in accordance with law also considering the law laid down by this Court
