2. At the very outset, learned counsel for the petitioners seeks liberty on behalf of the petitioners to approach the respondent authorities for redressal of their grievance, Liberty, so sought, is granted.

Considering the above-mentioned fact, the petitioners are directed to file a detailed representation before the respondents no. 6 and 7 along with all supporting documents within a period of three weeks and the respondents no. 6 and 7 are well advised to consider the case of the petitioners after affording opportunity of personal hearing or through their counsel and pass a reasoned and speaking order in accordance with law within ten weeks thereafter considering the order passed in C.W.J.C. No. 19452 of 2019 dated 23.09.2019.

4. It is made clear that the respondents no. 6 and 7 shall be liable for non-compliance of this order within the stipulated period.

5. With the aforesaid direction, the writ application stands disposed of.
