The panel was prepared in the year, 2013 itself. The life of the panel was also for a period of one year. The nature of engagement was also contractual. The panel prepared in the year, 2013, pursuant to the Advertisement dated 18.10.2013, has already lapsed in the year, 2014 itself on account of eflux of time as well as having regard to the contractual nature of claim. 3 Writ petition does not merit any consideration.
