The dispute raised by the petitioner does not come within the ambit of Article 226 of the Constitution of India. He may file a suit for appropriate declaration where appropriate evidence, both oral and documentary, may be taken tested and then adjudicated.
In the alternative the petitioner may initiate a fresh exercise, if he so wants by moving the authorities. Writ application is otherwise dismissed.
