He submits that due to inadvertence Commissioner, Patna could not be impleaded as Respondent No. 10 in light of the order dated 21.8.2019 disposing of the petitioner's writ petition.

On realising the said mistake the petitioner has filed slip for listing the matter under the heading "To Be Mentioned" whereupon this matter has been placed before this Bench. Counsels for the petitioner, State respondents as well private respondents are present.

The petitioner is permitted to implead the Commissioner, Patna as respondent No. 10 during course of the day. In the order dated 21.8.2019, the Commissioner, Patna be read as respondent No. 10.

The order dated 21.08.2019 stands modified.
