A counter affidavit has been filed on behalf of the State appending Annexure B, which is an order dated 5.12.2013 passed by the District Magistrate, Saran at Chapra by which such licence has been granted to the petitioner which would be valid

Patna High Court CWJC No.18674 of 2013 (2) dt.06-10-2015 2/2 for the entire State of Bihar.
