2. The petitioner by preferring the present writ application seeks following reliefs:

"I. For a direction to the respondents to attach PACS to Rice Mill for C.M.R., according to "milling capacity" and "distance' between Rice Mill and PACS" or by the proceedings of the meeting of District Task Force related to paddy procurement organized under the chairmanship of the District Magistrate, Rohtas on 31.01.2023 under Kharif Marketing Season 2022-23.

II. For a direction to the respondents to inquire about illegal and malpractice in allotments of Rice Mills for C.M.R. which are against the proceedings of the meeting of District Task Force related to paddy procurement organized under the chairmanship of the District Magistrate, Rohtas on 31.01.2023 under Kharif Marketing Season 202223. III. For a direction to the respondents to inquire about electricity bills or energy consumption of all mills who have been attached to PACS for C.M.R. by which the actual capacity will be known and the work will be allotted.

IV. For a direction to the respondents to inquire about those Mills or PACS who have no such capacity of supplying of C.M.R., in spite of they have supplied C.M.R.

V. For a direction to the respondents to inquire about current position/progress/situation and total loss/damage due to malpractice/corruption in procurement of paddy in district of Rohtas under Kharif Marketing Season 2022-23.

VI. For a direction to the respondents to ensure the security of petitioner's life and property which is threatened by those who are sufferer or likely to suffer or loss due to application of

VII. For other relief/reliefs for which the petitioner is entitled."

This Court having gone through the reliefs prayed for by the petitioner is of the considered view that the multiplicity of the claim raised by the writ petitioner, that too when most of the issues are not personally related to the petitioner, the petitioner is not a person aggrieved who suffered a legal grievance or against whom a decision has pronounced affecting his right, title and interest.

At this juncture, learned counsel for the petitioner submits that for ventilating his grievance he has also filed representations before the concerned respondent authorities but the same has not been taken to its logical conclusion and, as such, left with no option, filed the present writ petition. He finally submits that if his representation be disposed of genuinely his grievance would be redressed.

5. In view of the submissions made on behalf of the petitioner, which is not resisted by the learned counsel for the respondents, the present writ petition stands disposed of with a liberty to the petitioner to file a fresh representation before the respondent no. 3 within a period of four weeks. It is needless to

4/4 observe that if such representation is filed within the period prescribed, the same shall be considered and disposed of by a speaking order preferably within a period of eight weeks thereafter.
