The decision of 1996 has been challenged in a writ petition about 18 years after the decision to initiate proceedings against the petitioner. As none appears on behalf of the petitioner, therefore, without going into the merits of the submissions made by the learned counsel for the State, the writ petition is dismissed for want of prosecution.
