2. The District Magistrate, Patna and the Commissioner, Patna have found that the petitioner doesn't require any arms as there is no threat perception.

3. Learned counsel for the petitioner has argued that he is a builder and therefore he has a threat perception. If a person is a builder then it will be not be a ground for grant of arms license. When the two authorities have considered the case of petitioner for grant of arms license and have found it not fit to grant him arms license. This Court in writ jurisdictional cannot differ with the findings of the Collector, Patna and the Commissioner, Patna.
