JUSTICE PURNENDU SINGH ORAL ORDER 30-04-2024 Heard Mr. Arun Kumar Sinha, learned counsel appearing on behalf of the petitioner and Mr. Prabhat Kumar Verma, learned counsel for Bihar State Road Transport Corporation.

2. Learned counsel appearing on behalf of the petitioner seeks to file a detail representation before the Administrator of Bihar State Road Transport Corporation (respondent no.1) for redressal of his grievance.

3. The main grievance of the petitioner is that the petitioner was appointed as a Conductor on 22.08.1972 at Bhagalpur Divisional Office and posted at Bhagalpur Depot. He was granted First Time Bound Promotion w.e.f. 31.07.1989 and

Patna High Court CWJC No.13196 of 2012(3) dt.30-04-2024 2/2 he has claimed for the Second Time Bound Promotion after completion of 25 years of service being entitled w.e.f. 14.09.1997. The petitioner retired on 31.01.2013 as the Office Superintendent (Incharge) and the State Government has denied the benefit of Time Bound Promotion to him in the light of Finance Department Resolution No.660 dated 08.02.1999 w.e.f. 01.01.1996, communicating that the grant of Time Bound Promotion has been stopped w.e.f. 01.01.1996.

4. The petitioner, if so advised, files a detail representation before the Administrator of Bihar State Road Transport Corporation (Respondent No.1), the same is directed to be disposed of as early as possible.

5. With the above observation/direction, the present writ petition stands disposed of.
