2. Learned counsel for the petitioner submits that the petitioner's case is squarely covered by this Court's judgment dated 19.02.2024 passed in C.W.J.C. No. 7195 of 2019 (Nirendra Kumar & Others vs. State of Bihar and Ors.)

3. Considering the facts and circumstances of the case, the petitioner is directed to file a detailed representation before the respondent no.4 along with all supporting documents

Patna High Court CWJC No.14590 of 2021(3) dt.20-04-2024 2/2 within a period of three weeks and the respondent no. 4 is well advised to consider the case of the petitioner after affording opportunity of personal hearing or through his counsel and pass a reasoned and speaking order in accordance with law within eight weeks, after receiving any such representation.

4. It is made clear that the respondent no. 4 shall be liable for non-compliance of this order within the stipulated period.

5. If it is found that the case of the petitioner is similar to the case of Nirendra Kumar (supra), then similar benefits shall be granted to the petitioner.

6. With the aforesaid direction, the writ application stands disposed of.
