In view of the above, learned counsel for the petitioner seeks permission to withdraw this writ petition so that he may approach the State Appellate Authority. In case the petitioner files an appeal before the State Appellate Authority within a period of one month from today along with a copy of this order, the State Appellate Authority will hear and decide the appeal on its own merit after condoning the delay in filing the appeal considering the fact that the
