JUSTICE ASHUTOSH KUMAR ORAL ORDER 21-01-2020 The petitioner successfully completed the construction work of the in-door Stadium building in the premises of G.D. College, Begusarai under the 11th Five Years Plan Scheme of the University Grant Commission. Approximately an amount of Rs. 35,84,490/- has not been paid to the petitioner for no apparent reason. No question mark has been raised on the quality of the

Patna High Court CWJC No.12342 of 2019(3) dt.21-01-2020 2/3 construction work of the petitioner nor is there any dispute with respect to the billing. There is no reason why the admitted dues of the petitioner be not paid to him.

The writ petition does not indicate as to the suggested reason by the University or any one of its functionaries for non-payment of such dues of the petitioner.

Under such circumstance, this Court deems it appropriate and expedient to direct the petitioner to make a suitable representation, giving details of the dues amount before the Registrar of the University within a period of three weeks, who, on receipt of such representation shall look into the matter and have the facts verified and if the claim of the petitioner is found to be payable, make necessary arrangements for payment of the dues of the petitioner. The aforesaid exercise be completed within a period of three months of the receipt of such representation by the petitioner.
