1. Heard learned counsel for the parties concerned.

2. The petitioner claims to be a non-teaching employee, working in Shyamnandan Sahay College, Muzaffarpur. He has filed the writ application for payment of the share in grant-in-aid provided to the University/College by the State Government as per the policy decision taken by the respondents State in the year 2008.

3. Learned counsel for the petitioner submits that the payment towards grant-in-aid to the petitioner is due since 2013-14. A Co-ordinate Bench of this Court, in CWJC No. 8019 of 2017, directed the State Government to

Patna High Court CWJC No.7884 of 2016(7) dt.29-07-2024 2/3 frame the definite and uniform guidelines for distribution of grant-in-aid among teaching and non-teaching employees in equitable manner.

Learned counsel appearing for the State, referring to the counter affidavit, submits that pursuant to the order of this Court, the State Government has framed the uniform guideline for distribution of grants-in-aid to teaching and non-teaching employees in equitable manner and the Circular, dated 02.01.2019, in this regard has been circulated amongst all the Registrars of the Universities of the State. Learned counsel referred to Clause 7 of the Circular, in which the example has been given for payment of grant-in-aid to the teaching and non-teaching employees in equal proportions.

In view of the submissions advanced by the parties, this writ application is disposed with liberty to the petitioner to file a representation before the Registrar of the concerned University as well as Principal of Shyamnandan Sahay College, Muzaffarpur, for payment of grant-in-aid after receipt of the same by the University from the State government.

6. If fund has been allocated to the University/College by
