In this case, the appellant is claiming seniority over Dr. K.N. Mishra but, this issue has already been settled in the year 1993 by creating the panel of Registrars, which remain unaltered for a long period. So, it will not be desirable to unsettle the same after a delay of long period.

In such view of the matter, this appeal is dismissed. However, the appellant, if so like, may take proper steps in accordance with law.
