ABHISHEK REDDY ORAL ORDER 16-05-2025 Without going into the merits or demerits of the case, the present writ petition is disposed of at the stage of admission with the consent of both the parties, having regard to the fact that the petitioner is only challenging the initiation of the certificate proceedings before the Certificate Officer i.e. Respondent No. 3. The petitioner is directed to file objections under Section 9 within a period of four weeks from today. On such objections being filed, the Certificate Officer shall consider

The entire exercise shall be completed as expeditiously as possible preferably within a period of 12 weeks from the date of receipt of the objections from the petitioner. It is needless to observe that the petitioner shall be given an opportunity of hearing. Any order passed shall be communicated to the party. Till such time the final orders are passed, the Respondent No. 3 is directed not to take any coercive action against the petitioner. It is also made clear that in case the petitioner does not file the objections within the stipulated time or does not cooperate with the disposal of the certificate proceedings, the Certificate Officer is free to pass necessary orders strictly in accordance with law.

9. With the above directions, the present Writ Petition stands disposed of.
