JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER 26-04-2019 From the tenor of the writ petition, it appears that the present writ petition is proxy litigation and as such, the Court is not inclined to grant any indulgence to the petitioners. However, liberty shall be available to the persons aggrieved to approach the Circle Officer, who shall be under obligation to examine whether there is encroachment over a public land. If the petitioners file application in prescribed format before the Circle, Gaya Sadar, the Circle Officer shall examine the case and take steps for removal of encroachment after hearing the encroachers and pass order in accordance with law within a period of six months.
