In the instant petition, petitioner has prayed for the following relief:

"(i) Issuance of an order, direction or writ in the nature of Certiorari for quashing of Letter

Patna High Court CWJC No.19090 of 2018 dt.23-06-2022 2/3 No.Staff/CC/Muz/16/09 dated Muzaffarpur dated 20/09/2013 (Annx-13 of O.A.).

(ii) Issuance of an order, direction or appropriate declaration declaring clubbing of vacancies invalid/erroneous for promotion to the cadre of Postal Service (Gr.B.) (iii) Issuance of an order, direction or writ in the nature of Mandamus commanding the respondents to consider the candidature of the petitioner separately for the vacancies of the year 2003, 2004, 2005 and 2006 respectively for promotion to the cadre of Postal Service (Gr.B).

(iv) Issuance of an order, direction or writ in the nature of Mandamus commanding the respondents to carry out re-totalling and verification of the Answer Book of Paper 1 to 4 of the examination for promotion to Postal Service (Gr.B).

(v) Issuance of an order, direction or writ in the nature of Mandamus commanding the respondents to consider the case of the petitioner for promotion to the cadre of Postal Service (Gr.B with all consequential benefits.

(vi) Any other relief or reliefs to which the petitioners may be found entitled to in the facts and circumstances of the case ."

Impugned communication dated 20.09.2013 was a subject matter in O.A. No.654/2008 before the Central Administrative Tribunal, Patna Bench, Patna. The petitioner has not questioned the validity of the order dated 31.10.2012, Central Administrative Tribunal, Patna Bench, Patna. In the absence of
