2. Learned counsel for the petitioner submits that he would be satisfied if this case is disposed of relegating the petitioner to respondent no.3, the District Magistrate, Patna for ventilating his grievance.

If the petitioner approaches the District Magistrate, Patna within two weeks from the date of passing of this order, the District Magistrate, Patna after giving an opportunity of hearing to the petitioner shall decided his representation on merits by passing a reasoned and speaking order further within a period of four weeks.
