2. Counsel for the petitioner submits that the present writ application has been filed for directing the respondents to consider the claim of the petitioner for appointment on the post of Librarian in Zila Parishad, Madhubani.
3. Counsel further submits that the illegality has been done in the appointment of post of librarian, Zila Parishad and in this regard, representation has been filed by the petitioner vide Annexure-6 before the DDC-cum- Chief Executive Officer,
Patna High Court CWJC No.5203 of 2017(3) dt.03-04-2025 2/3 Zila Parishad, Madhubani, but no action has been taken.
4. Counsel further submits that a counter-affidavit has been filed by the State in which stand has been taken that the matter is relating to Zila Parishad and it is the Zila Parishad, who has to pass order and take decision in this regard.
5. It transpires to this Court that the Zila Parishad has not taken any decision whereas the DDC, is said to be Chief Executive Officer of the Madhubani.
6. In this view of the matter, the present writ application is hereby disposed off directing the DDC, Madhubani to look into the grievances of the petitioner upon production of this order and pass order on his representation within 90 days thereafter.
7. In case, the DDC-cum- Chief Executive Officer, Zila Parishad, Madhubani has already in possession of the application, which has been filed by the petitioner annexed as Annexure-6 of the writ petition, then he will pass order on the same, otherwise, the petitioner shall be at liberty to file a fresh representation before the DDC-cum-Chief Executive Officer, Zila Parishad, Madhubani within 30 days along with this order and the DDC-cum- Chief Executive Officer, Zila Parishad, Madhubani shall pass a reasoned and speaking order within 90 days thereafter.

8. With the aforesaid liberty, the present writ application stands disposed off.
