"1. That this is an application on behalf of the petitioner for issuance a writ, order or direction in the nature of certiorari to quash the order no. 3 of order dated 1-11-2013 vide letter no. 1301 as passed by respondent no. 3 by which the respondent no. 3 has passed an order that due to non-joining of transfer office by the petitioner after transfer, salary of that period will be paid as unsanctioned leave salary whereas as per the rule petitioner has not committed any latches
