2. It appears that against the aforesaid order dated 20.03.2017, the petitioner has not approached the concerned authority in appeal, which forum is available to him.

3. In the aforesaid circumstances, the petitioner is directed to prefer an appeal before appropriate forum. In case, the time for preferring the appeal has lapsed, the Appellate Authority shall consider that the petitioner had wrongly approached a wrong forum before exercising his option of preferring an appeal and shall look into the memo of Appeal and decide the same accordingly within a reasonable period, preferably within a period of five months from the date of presentation of the appeal.
