Counsel for the petitioner submits that the order dated 29.2.2016 passed in C.W.J.C. No. 4716 of 2013 has not been complied with in true letter and spirit as his claim for notional promotion has been rejected on account of stay being operating against promotion during the period 1996-08 and, as such, the claim of retrospective promotion is misdirected which is illegal. The claim of the petitioner has been considered and rejected, the petitioner so advised may challenge the order before the appropriate court/forum/authority.
