2. The writ petition has been filed for the following reliefs :- I) Consider and grant promotion to the Petitioner to the post of Head Clerk against the sanctioned vacant post in the Jamuni Lal College, Hajipur under B.R.

Ambedkar Bihar University.

II) Grant all consequential benefits, including arrears of pay and seniority, from the date the Petitioner became eligible for said promotion.

III) For any other relief/reliefs for the petitioner for which Your Lordships may

Learned counsel for the petitioner submits that the petitioner was appointed as Routine Clerk in the year 2006 but for promotion from Routine Clerk to Head Clerk, his name was not considered and the Syndicate of the B.R.A. University, Muzaffarpur, vide its meeting on 26.12.2022, gave its affirmation following which office order dated 31.12.2022 through Memo No.B/2328 (Annexure-P/3) was issued but for unexplained reasons, the promotion and consequential benefits have not been extended.

4. It is the case of the petitioner that representation has already been filed before the Registrar, B.R.A. University, Muzaffarpur, but till date the same has not been adjudicated by the authorities of the University.

5. On the other hand, learned counsel for the State as well as learned counsel for the University, submits that representation has already been filed before the concerned authorities and appropriate directions may be issued in deciding the claim of this petitioner in accordance with law.

6. Considering the stand of the parties, this Court directs the Vice-Chancellor of the B.R.A. University, Muzaffarpur, to decide the claim of this petitioner for grant of
