2. The present petition has been preferred for the

2/4 following relief/s:

(i) for enquashment of the letter No. 776 dated 05.12.2013 issued by Respondent No.

6 by which it has been intimated to the petitioner that in his Bhoodan Certificate No. 364 dated 12.12.1976 issued in favour of the petitioner, the northern boundary of Khata No. 110 Plot No. 342 Area 11 Decimal has been amended by the Respondent No. 4 Chairman, Bihar Bhoodan Yagna Committee vide letter No. 13 (Cha)/013-902 dated 28.11.2013 by which from the northern boundary of certificate, the name of Bhagarasan Singh has been removed and the name of Meena Devi (Respondent No. 8) has been inscribed in its place wherein and whereby after 36 years of issuance of certificate in the name of petitioner in the year 1976, the boundary has been purposely and deliberately altered, presumably to help and give undue benefit to the Respondent No. 8 Meena Devi, which is illegal,

3/4 erroneous, unjust, highly partisan, arbitrary and against the material on record with ulterior motive which is fit to be quashed by this Hon'ble Court:

3. The claim of the petitioner is that the name of the neighbour stands changed in the land allotted to him by the 'Bhoodan Yagna' Committee.

Learned State counsel has taken this Court to Annexure-6 to show that simply the name of the neighbour has been changed and 11 decimals area that was earlier allotted to him, the said geography has not been changed. The information/notice is numbered letter no. 776 dated 05.12.2013 (Annexure-6 to the petition).

Learned counsel representing respondent no.8 with the help of counter affidavit filed by the lady Meena Devi has drawn attention of this Court to Annexure-8 to show that the petitioner moved before the Commissioner, Saran at Chapra vide BLDR Appeal No. 125/12 (Vinoba Nand Singh Vs. Meena Devi & Ors.) which was disposed of on 11.08.2015 and the learned Commissioner chose not to interfere with the order of D.C.L.R., Hathua (Gopalganj).

6. Be that as it may, since there is no appearance, the
