In this case, the petitioner is seeking anticipatory bail in connection with Sirdala P.S. Case No. 29 of 2019, registered for the offence punishable under Section 406, 420, 34 of the Indian Penal Code.

Allegation has been made that the petitioner, in spite of specific direction, did not deposit the folder and record in connection with appointment of teachers, however, counsel for the petitioner submits that he has already deposited the concerned folder and record on 5.03.2019 to the District Programme Officer (Establishment), Nawada.

Looking to the entire facts and circumstances of the
