JUSTICE ALOK KUMAR SINHA ORAL JUDGMENT Date : 12-12-2025 Heard learned counsel for the petitioner, learned counsel for the respondent-State and the learned counsel appearing for the respondent-University.

2. With the consent of the parties, the present writ application is being disposed of at this stage itself.

3. The petitioner has prayed for the grant of following

2/4 relief(s):- "(i) For issuance of writ in the nature of mandamus upon respondents for giving the amount of grant to petitioner for Educational Session 2007-2010 (Rs. 76,580) which were given to the College in financial year 2013-2014 and also pay the grant amount to the petitioner for educational session 2008-11 (Rs. 1,22,000) which were given in the college in financial year 201516 to the college by the state of Bihar as grant for Degree Session to the teaching staffs of college.

(ii) For issuance of an appropriate writ/ direction upon the respondents specially resp. No. 7 to pay the grant of Intermediate Session 2006-08 (Rs. 35,000/-).

(iii) For a direction upon the respondent to pay the interest as the college administration has not given the amount of grant with ill will motive and the amount of aforesaid session has already been distributed amongst the employee of this college.

(iv) For a direction to the respondent to make sure monthly payment which has not given since Nov. 2016 to till date.

(v) For Issuance of other writ/writs or order/orders or direction/directions for which the petitioner is entitled to."

4. After advancing some argument, learned counsel for the petitioner submits that although the petitioner had filed representations in the past, but the petitioner is once again prepared to file a fresh representation with all the details before

3/4 the Principal, Jawahar Lal Nehru Memorial College, Nawahi, Sursand, Sitamarhi. He, therefore, submits that if such a representation is filed, an appropriate direction be issued to the Principal (Respondent No.7) to dispose of the said representation within a fixed time-frame after giving an opportunity of hearing to the petitioner.

5. To the aforesaid submission made by learned counsel for the petitioner, learned counsel appearing for respondent-University and the State of Bihar do not have any objection.

Considering the limited nature of prayer being made by learned counsel for the petitioner, the present writ application is disposed of granting liberty to the petitioner to file a representation before the Principal, Jawahar Lal Nehru Memorial College, Nawahi, Sursand, Sitamarhi within a period of one month from the date of passing of this order, with all the necessary details. If such a representation is filed by the petitioner, the same shall be disposed of within a period of three months from the date of filing of the representation, after giving an opportunity of hearing to the petitioner. Needless to emphasize that the final order which shall be passed by the Principal (Respondent No. 7) should be a reasoned and speaking

4/4 order in accordance with law.

7. With the aforesaid observation, direction and liberty granted, the present writ application stands disposed of.
