The prayer is for direction to the Panchayati Raj Officer, Vaishali as well as Block Development Officer, Vaishali to make an enquiry in the irregularity committed in 'Mukhiya Mantri Gramin Har-Ghar-Nal-Jal-Yojna', Vaishali by responsible person against the Rule 5.2.1 of the Guidelines of Bihar Government in Ward No.02, and 05 of within Vaishali Block.

Learned State counsel has taken this Court to the counter affidavit filed on behalf of the respondent no.2 and 4 with specific reference to paragraph-6 in which it has been stated that the petitioner has filed an appeal in 2019 before the

Patna High Court CWJC No.10138 of 2019(2) dt.11-07-2023 2/2 Additional District Magistrate, Vaishali cum Office of First Appellate Authority under Public Grievance Redressal Act, which is still pending.

It is unfortunate that a counter affidavit has been filed in February, 2023 where they candidly confess their inefficiency stating that for four years they have not decided the appeal. The writ petition is disposed of with a direction to the appellate authority to decide the same within a period of two months, if not decided and communicate the same to the petitioner.
