2. The present petition has been preferred for the grant of following relief(s):

"(i) To issue an appropriate writ/order/direction in nature of certiorari for quashing the entire proceeding of R. M. Case No. 56/2010-11 pending before the respondent no. 2.

(ii) To issue an appropriate writ/order/direction respondents to permit the Petitioner to fence his orchards situated at Ramnagar Circle with the district of West Champaran, Bihar by Iron-wire

2/4 in order to protect it from damages at the instance of animals etc. (Details of lands has been annexed as annexure-to the present writ application) (iii) To issue an appropriate writ/order/direction respondents to permit the Petitioner to construct boundary wall of his residential house with Sahan situated at Bargajjwa within Rannagar Circle within the district of West Champaran, Bihar. (Details of lands has been annexed as annexure present writ application) (iv) To issue an appropriate writ/order/direction respondents to grant Land Possession Certificate to the Petitioner of the lands which are in the name of the petitioner and are subject matter of the pending ceiling proceeding bearing Land Ceiling Case No. 1973-74.

(v) To issue an appropriate writ/order/direction respondents to conclude the pending ceiling

3/4 proceeding bearing Land Ceiling Case No. 1973-74 at the earliest in terms of the order dated 21.05.2007 passed in CWJC No. 8890 of 2004.

(vi) To issue an appropriate writ/order/direction Respondents to obey and abide by the order of this Hon'ble Court dated 21.05.2007 passed in CWJC No. 8890 of 2004.

(vii) To issue an appropriate writ/order/direction Respondents to allow the petitioner to cultivate his lands peacefully and protect the peaceful cultivation of the petitioner against all odds. (viii) For issuance of an writ to declare and hold that the respondents have no sovereign immunity and that they are personally liable to pay a reasonable compensation to the tune of Rs. 50 lakhs or to be determent by this Hon'ble Court on the facts and circumstances of this case to the Petitioner for their omissions and dereliction of duty in public law.

3. Learned counsel for the petitioner prays for withdrawal of the petitioner as the matter become infructuous.
