Under the circumstances, the writ petition is disposed off with a direction to the petitioner to file a representation before the Chief Engineer, respondent no. 4 herein, within two weeks from today and he shall dispose off the same within two weeks thereafter by way of reasoned order. In case, some payment is found due to the petitioner, the same shall be released to the petitioner forthwith.
