The project could not be completed by the appellant and a request made by him for extension of time was also rejected.

2. The appellant, thereafter, approached this Court when a direction was given to the Vice-Chancellor of the concerned University to pass a reasoned order.

3. A reasoned order was passed by the ViceChancellor rejecting the prayer for extension of time to the appellant to continue and complete his Ph.D course.

4. The same was challenged before this Court vide CWJC No. 14462 of 2016, which too stood dismissed vide judgment dated 13.12.2016, holding that the maximum time frame for completing a Ph.D course, to be counted from the date of registration, was 4 years with a possible extension of 2 years in case good reasons were shown.

5. Eighteen years have passed by and the matter is still hanging fire.

6. The judgment of this Court dated 13.12.2016 was challenged by the appellant sometimes in the year 2023 along with a request for condonation of delay of 6 years 4 months and 2 days.

7. No good ground has been shown in I.A No. 01 of 2023 to condone this long delay. Even otherwise, on merits, we do not find any flaw with the order passed by the learned Single Judge.

8. The appeal is dismissed.
