2. At the very outset, learned counsel for the petitioner seeks liberty on behalf of the petitioner to approach the respondent authorities for redressal of his grievance, Liberty, so sought, is granted.

3. Considering the facts and circumstances of the case, the petitioner is directed to file a detailed representation before the respondent no. 3 (the Principal Secretary, Department of Education, Government of Bihar, Patna) along with all

4. It is made clear that the respondent no. 3 shall be liable for non-compliance of this order within the stipulated period.
