He submits that he may be permitted to convert the Writ Petition as petition under Article 215 of the Constitution of India. Considering the prayer made by the petitioner, liberty is granted to take necessary steps to convert the present Writ Petition into a petition under Article 215 of the Constitution of India within a period of four weeks from today.
