1. The petitioner has filed the present writ application for directing the University to confer Gold Medal to him as per the prospectus of the Nalanda Open University under Clause 44 of which there is provision for award of Gold Medal to P.G. toppers.

2. According to the petitioner he is the topper of P.G.

Patna High Court CWJC No.8277 of 2025(2) dt.05-08-2025 2/3 examination held in 2023-2024 and in Part-I & Part-II of the aforesaid examination the petitioner has obtained highest marks. Accordingly his submission is that he is entitled to be given Gold Medal but the authorities of the University are denying the same to the petitioner for which the petitioner has filed representations before the Registrar and the Vice Chancellor of the University dated 03.04.2025, copy of which has been annexed as Annexure-P5 Series.

3. Learned counsel for the University submits that representation of the petitioner can be decided by the Registrar of the University and the Registrar can be directed to dispose the representation of the petitioner dated 03.04.2025.

4. Having heard learned counsel for the parties and taking into consideration the nature of prayer made in the writ application, the present writ application is disposed with a direction to the respondent no. 4 / Registrar, Nalanda Open University to decide the representation of the petitioner on its own merit within a period of two months from the date of receipt / production of a copy of this order by a reasoned order.

5. It is made clear that if it is found that the petitioner has obtained highest marks, the University shall proceed as per Clause 44 of the prospectus and confer Gold Medal upon the
