Learned counsel for the petitioner makes a prayer for withdrawal of the case with a liberty to file appeal. Permission is granted.

Accordingly, this writ application is dismissed as withdrawn with a liberty to avail the forum of appeal and if any adverse order is passed against the petitioner, he will be at liberty to challenge the same before any court/authority/forum. If the petitioner files an appeal within a period of four weeks from today, the Authority concerned will dispose of the
