The present petition has been filed seeking the following relief :- "(i) For quashing the Departmental Memo no. 3/Muk-18 3/12-187 dated 23.11.2012, whereby and whereunder the petitioner's entitlement for regularisation stands rejected in a wrongful and arbitrary manner."

At the outset, the learned counsel for the petitioner seeks liberty on behalf of the petitioner to approach the respondent authorities for redressal of his subsisting grievances,
