Learned counsel for the petitioner has submitted that the C.W.J.C. No.1011 of 1997 was filed for a direction to the State Government to allow 30 students for admission to the institution for the B-Pharma Degree for the Year 1996-97. As the aforesaid order was not complied with on account thereof, instant M.J.C. has been filed in the Year 1998.

It has also been submitted that now, as virtually college is no more functional one on account of some sort of Government Policy. That being so, pursuing with instant M.J.C., will serve no purpose. Apart from this, it has also been submitted that it was for Year 1996-97 by efflux of time, 19 years have passed on account of which instant petition lost its utility.
