For the reason stated in the Interlocutory application, the same allowed and the intervenor is added as party respondent.

The grievance of the petitioner in the present case is is inaction on the part of the respondents in the matter of removal of encroachment despite registering Case No. 02 of 2015-16. Considering the fact that Encroachment Case No. 02 of 2015-16 is pending for last three years, the present writ application is disposed of with liberty to the petitioner to approach the Circle Officer, Chauradano, East Champaran

Patna High Court CWJC No.15898 of 2015(3) dt.06-05-2019 2/2 alongwith copy of this order the Circle Officer, Chauradano, East Champaran is required to decide the pending case at the earliest preferably within a period of six months after receipt/production of the copy of this order. All stake holders including alleged encroachers as well as the intervenor respondents shall be heard by the Circle Officer, Chauradano, East Champaran before passing final order.

With the aforesaid, the present writ application stands disposed of.
