2. After some arguments, learned counsel for the petitioner seeks permission to withdraw this writ petition with liberty to the petitioner to move before appropriate authority for redressal of the grievances raised in the writ petition.

3. The writ petition is dismissed as withdrawn with the liberty as above.

4. Needless to state that if the petitioner files an application before the appropriate authority within a period of six weeks from today, the same shall be disposed of after hearing the parties in accordance with law preferably within a period of six months from the date of receipt of such application.

5. It goes without saying that if any question of limitation arises before the competent authority, the same shall be considered, taking into consideration the fact that the petitioner was pursuing the issue before this Court. (Prabhat Kumar Singh, J) Shashi U
