Having regard to the submissions made by the learned counsel for the petitioner, since the said issue would require adjudication of disputed facts regarding fixation of responsibilities either on the part of petitioner or that of the

Patna High Court CWJC No.2984 of 2017(5) dt.24-07-2019 2/2 respondents for the delay so committed, I deem it fit and proper to grant liberty to the petitioner herein to approach the respondent no. 2 by filing a wholesome claim along with case laws within a period of four weeks from today, which shall be disposed off by the respondent no. 2 by a speaking and reasoned order within a period of 12 weeks thereafter. The writ petition stands disposed off on the aforesaid terms.
