1. The relief prayed for by the petitioner is against Governing Body of Prathmik College. The Governing Body is not a State within Article 12 of the Constitution of India. Hence, no relief can be granted. The petitioner if so advised can avail his remedy alternatively before the appropriate authority or in a suit.

2. In view of the aforesaid observation, the present writ application is dismissed.
