The petitioner assails the order dated 07.12.2017 passed by the Registrar cancelling the appointment of the petitioner and other guest faculty part time Guest Lecturers at T.N.B Law College, Bhagalpur on the recommendations of Hon'ble Justice Akhilesh Chandra Committee Report. No one appears for the petitioner.

From perusal of the writ petition, it appears that the petitioner has taken ground that his appointment as guest/part time Lecturer was against the sanctioned post and in terms of

Patna High Court CWJC No.4904 of 2018(3) dt.25-07-2022 2/2 order passed by this Court dated 18th February, 2010. It is stated that he possessed the required eligibility as per U.G.C. norms and the said guidelines. However, this Court finds that the Committee has considered two factual findings, firstly that there was no advertisement issued and secondly there were no norms laid down for appointing part time Guest Lecturers. In the opinion of this Court, the Committee's recommendations are in accordance with law. Merit, even for part time/Guest Faculty Lecturers appointment, cannot be compromised. Transparency in selection process has to be maintained. In terms of Article 14 of the Constitution of India. Everyone should get an equal chance for participation and selection. Merely because a post is to be filled on part time basis, back-door entries/pick and choose method cannot be allowed. The selection process having not been followed the order passed by the respondents does not warrant any interference.

The writ petition is mis-concieved and accordingly dismissed.
