This Court would fail to understand as to why the petitioner himself had collected the bills passed by the Treasury on 18.9.2013 for payment of retirement benefit of the petitioner and when he had deposited the same in the Treasury. The request of the petitioner made by an application dated 31.12.2014 i.e. after more than fifteen months of passing the bills by the Treasury to the effect that he should be handed over the copy of the passed bills so that it could be revalidated at the district Treasury is against settled norms because if the Branch Manager of the State
Patna High Court CWJC No.4702 of 2015 (2) dt.06-04-2015 Bank of India, Harari Dularpur, Sitamarhi had found the need for revalidation of the passed bills by the District Treasury, the authorities of the Bank had to send those bills directly to the Treasury for necessary validation.
This being the position, this Court would now direct the Branch Manager of the State Bank of India, Harari Dularpur, Sitamarhi to transmit the three bills relating to payment of the post retirement benefit of the petitioner directly to the District Treasury which, on being verified by the District Treasury Officer, Sitamarhi shall be revalidated and again sent directly by the District Treasury to the concerned Branch Manager of the State Bank of India, Harari Dularpur, Sitamarhi.
This exercise must be completed within a period of one month from the date of receipt of this order so that whatever amount has been authorized in the P.P.O. which has also been passed by the District Treasury by way of post retirement benefit is paid to the petitioner as early as possible preferably within a period of next one month of the revalidation made by the District Treasury Officer, Sitamarhi..
With the aforementioned observation and direction, this application is disposed of.
