2. With consent of the parties, the present writ application is being disposed of at this stage itself.

3. The petitioner has prayed for grant of following relief :- "1. (i) That by way of this writ application the petitioner seeks indulgence of this Hon'ble Court for issuance of writ in the nature of mandamus commanding respondents specially the Accountant General, Bihar to issue pay slip of the petitioner after adding 4 increments in his salary which has

Patna High Court CWJC No.13332 of 2017(4) dt.02-12-2025 2/3 been deductd by the office of Accuntant General erroneusly, without asking any show cause from the petitioner which was being paid to the petitioner since 01.01.1996 by virtye of Resolution dated 30.12.2003 contained in Memo No.1995 issued under the signature of Joint Secretary to the Govt. Science and Technology, Department."

Learned counsel for the petitioner submits that for the aforesaid relief claimed in the present writ application, the petitioner has already filed a representation dated 21.04.2017 (Annexure-7) before the Deputy Secretary, Department of Science and Technology, Bihar, Patna (respondent No.4) which is still pending and no final decision has been taken on the said representation. He, therefore, submits that the petitioner would be satisfied if an appropriate direction could be issued by this Court for disposing of the pending representation of the petitioner after giving an opportunity of hearing to the petitioner within a time frame.

5. To the aforesaid submissions made by learned counsel for the petitioner, learned counsel appearing for respondent-State does not have any objection.

6. Considering the limited nature of prayer being made by learned counsel for the petitioner, this writ application is disposed of directing the Deputy Secretary, Department of Science and Technology, Bihar, Patna (respondent No.4) to dispose of the pending representation of the petitioner dated

Patna High Court CWJC No.13332 of 2017(4) dt.02-12-2025 3/3 21.04.2017 (Annexure-7) and to take a final decision on the matter after giving an opportunity of hearing to the petitioner by passing a reasoned and speaking order within a period of three months from the date of production of a copy of this order.

7. Needless to emphasis that the final order which shall be passed by Deputy Secretary, Department of Science and Technology, Bihar, Patna (respondent No.4) should be reasoned and speaking order.

8. With the aforesaid observation/direction and liberty granted, the present writ application stands disposed of.

9. All pending I.A.s, if any, is deemed to have been disposed of.
